Lehigh County Authority’s Regional Role
Lehigh County Authority (LCA) is the public water and wastewater utility that operates the Kline’s Island Sewer System (KISS). Founded in 1966 by the County of Lehigh, LCA is governed by a nine-member Board of Directors appointed by the County.
LCA plays a critical role in managing KISS and leading the region’s approach to its Act 537 Plan. Working closely with the 15 municipalities served by KISS, LCA manages the system’s regional components, which include a network of wastewater interceptors and pump stations and the Kline’s Island Wastewater Treatment Plant and Industrial Pretreatment Plant. LCA also operates several municipal systems directly, including those of Allentown, Upper Milford, Weisenberg, and Lowhill.
Today our sewer system is aging and at capacity, threatening the health and safety of our communities. To address this, the Pennsylvania Department of Environmental Protection (DEP) is requiring that a regional Act 537 Plan be developed – the plan must provide details about the projects needed to solve the problems, comply with DEP’s comprehensive regulations, and ensure KISS is better equipped to serve the communities’ sewer service needs today and in the future.
LCA’s mission to protect public health and the environment by providing high-quality, safe, and reliable water and wastewater services, as well as its connection to the system’s many communities and complex components, makes LCA a natural leader for the Kline’s Island Sewer System Act 537 Plan. In this role, LCA is responsible for ensuring the plan meets the needs of every KISS community, complies with state and federal regulations, and is implemented effectively.
During Plan Development and Implementation, LCA is responsible for:
Administering municipal cost-sharing agreements
Working closely with municipalities to develop and implement the Act 537 plan
Meeting DEP’s Act 537 requirements
Implementing the regional projects once that plan is approved
